Russell Sato is a member of the Yakuza responsible for running an operation to pass information from inside the Kempeitai to Nazi spies. Having been caught by Chief Inspector Kido, he now assists him as a bodyguard and driver in the Neutral Zone.

Joe Blake meets Sato in a restaurant and agrees to pay him to obtain the Kempeitai's files on Tagomi. Sato reveals that he has a man on the inside which turns out to be Nakamura. After Nakamura is executed, Sato is approached by Kido who knows that he worked with the traitor. To avoid execution, Sato agrees to obtain a shadow identity for Kido and accompany him into the Neutral Zone as his bodyguard and driver.

Russell is an efficient foot soldier, able to handle clandestine operations for the Yakuza. He is capable with a gun as well as hand-to-hand combat. His demeanor is mostly quiet but he can become confrontational and violent when needed.
